SEISMIC PROJECTS

The seismic projects are the Assembly's top priorities.

 

  • Middle School.  We have not heard the final result of our million dollar Federal FEMA grant application. The last hurdle was the review of KMS structure as an historical structure. No date is known when our award will be announced.

 

That aside, there is money to design the retrofit to this structure (see below) and we have proceeded. The architectural firm of Yorba, Jensen and Lott is under contract and is working on drawings. The middle school is the first structure to be reviewed, designed and repaired. Work is anticipated to begin in the spring of 2007.

 

  • KHS Library Wing. We received a State of Alaska - Homeland Security grant for $465,618 to perform the fix to this building. The same design firm that is working on KMS is working on the KHS Library Wing. As with KMS, the A/E firm has all the drawings (including additions) to all of the buildings. The Assembly will be accepting this grant at their November 2, 2006 meeting. Construction is expected to begin in the spring of 2007

 

·         Ouzinkie Foundation. We received a State of Alaska - Homeland Security grant for $308,344 to provide additional foundation support to the Ouzinkie School. The Assembly will accept this grant at their November 2, 2006 meeting. This work is will be performed as part of the approved bond project that upgrades the Ouzinkie School.  An RFP to hire a design firm to perform this work will go out this winter. Work is anticipated to begin in the spring of 2008.

 

·         Peterson Elementary.  Funds to address the recommended seismic retrofits for Peterson Elementary have been identified.  The Borough will issue a “Request For Proposals” (RFP) early this winter for design and engineering work. 

 

·         Kodiak Schools Non Structural Repairs - Staff is working on another State of Alaska - Homeland Security Grant to secure funding for non-structural repairs (anchoring of tanks, boilers, generators etc.) This grant should be completed and sent to the state during the month of November.

 

In addition to the grants that we have received from state agencies, the legislature has granted, and the Assembly has recently accepted, a $910,000 grant for undesignated seismic projects. Part of this allocation may be used as part of our 25% match requirement for the Federal FEMA grant. In addition, another $400,000 from the Assembly (originally from the state legislature) has been earmarked for our school seismic projects. These projects include KHS Gym Wall Retrofit and Peterson School Seismic upgrades

BOND PROJECTS - Completed Projects

  • North Star School Gym Floor
  • KHS Asbestos tile removal and tile and carpet replacement

BOND PROJECTS - RFP #1 and Staff working with Contractors
RFP #1 includes the following "Borough Hill" projects. The design of these projects is being performed by the firm of Yorba, Jensen, and Lott. Those projects not needing design work are staff projects. Staff is working with contractors to complete the work (KMS Concrete and KHS HVAC):

  • KHS Voc - Ed Renovation
  • KHS Exterior Insulation and Window Replacement
  • KHS Pool Space Renovation
  • KHS Learning Center Renovation
  • KHS and KMS Roof Upgrades 
  • KMS Concrete Repair
  • KHS Heating and Ventilation Upgrades

BOND PROJECT - POOL

  • Design of the new pool is moving forward with direction to the architect (ECI/Hyer) to perform 65% drawings. The KIB's Architectural Review Board is reviewing this project. Construction on the pool is expected to begin this spring. 

BOND PROJECTS #2

An RFP for design services (and selection of an Architect) will be going out this winter. The projects included with this RFP include:

  • Ouzinkie School Voc-Ed and Gym upgrades (Including Seismic)
  • Old Harbor School Voc Ed and Gym upgrade
  • Peterson School Seismic Upgrades
  • Larsen Bay School Improvements due to shifting of the building due to seismic
  • East Elementary School HVAC

OTHER BOND PROJECTS TO BE PERFORMED BY STAFF

  • Floor covering (carpet and tile replacement) at certain schools

LEGISLATIVE GRANTS

During the last legislative session, a number of grants were awarded to the school district. By legislation, this money (as well as audit and reporting requirements) has been directed to go through the Borough. Our druthers is to have the KIBSD perform most of this work. These projects include:

    • Main Elementary School Playground Equipment                        $   25,000
    • School District Computer and Com System Upgrades                       $  70,000
